About Fishers,IN Despite its large size, Fishers, unlike nearby Noblesville and Carmel, retained the status of a town for several years. Until 2012, Fishers used a council–manager government with a seven-member town council and a clerk-treasurer, all elected at-large for four years. The town council held both legislative and executive powers while the clerk-treasurer was responsible for financial matters. The council elected a council president (the final president being John Weingardt) and vice president yearly. The council employed and oversaw a town manager responsible for municipal personnel, budget, and day-to-day operations of the town government.
